The DAO
The Landblock Protocol DAO — structure, what it governs, and how it evolves from founding stewards to full community governance.
Current state — Founding Stewards
During the protocol's early phase, governance is handled by the Founding Steward Multi-Sig — a Gnosis Safe held by the founding team. This is an intentional temporary arrangement. Early-stage protocols need to move quickly and respond to unforeseen issues. Decentralized governance is introduced as the protocol matures.

The Safe has a 1-of-1 threshold initially. As additional founding stewards join, the threshold expands to N-of-M before transitioning to the full DAO.
Governance tooling — Aragon
Full DAO governance will be implemented through Aragon on Polygon. Aragon provides battle-tested on-chain governance infrastructure used by hundreds of DAOs. LGT (ERC-20Votes) is the voting token. When Aragon goes live, it assumes the executor role currently held by the founding steward Safe.
What the DAO governs
- Federation conformance standards — what it means to be a Mirror, Verified, or Full Federation registry
- Registry accreditation decisions in the Global Directory
- Protocol upgrades and smart contract parameter changes
- Fee model for LDBK utility operations
- Free access policy for humanitarian and public-interest use cases
What the DAO cannot govern
The DAO is constitutionally prohibited from governing land outcomes. This includes:
- Overriding or reversing decisions made by government registries
- Adjudicating land disputes or rights claims
- Imposing data access rules that conflict with national law
- Controlling the content of individual land records
The neutrality lock — 85% supermajority + 90-day deliberation — enforces this boundary at the governance layer itself.
Governance roadmap
- Phase 2 (now): Founding steward multi-sig on Amoy testnet
- Phase 3–7: Protocol development under steward governance
- Phase 8: Full Aragon DAO activation; LGT community voting
- Post-launch: Gradual transition to fully decentralized governance
